Paul wanted to emphasize that God keeps His promises and covenants. One way to see this is by understanding how man treats covenants,

Brethren, I speak in the manner of men: Though it is only a man’s covenant, yet if it is confirmed, no one annuls or adds to it (Galatians 3.15). 

People make covenants with one another and once they confirm it, no one tries to disregard it or add more to it, at least that is how it should be.

If God is greater than man, and God is greater, for He created man, then you know that whatever God has promised, He shall keep and shall not find a way out of it.
