We may not know all the reasons that the God of heaven used Moses, but we do know that once God persuaded Moses to lead Israel out of Egypt, he obeyed God, as demonstrated in this text,

Then the Lord spoke to Moses in the Wilderness of Sinai, saying: “Number the children of Levi by their fathers’ houses, by their families; you shall number every male from a month old and above.” So Moses numbered them according to the word of the Lord, as he was commanded (Numbers 3.14–16).

That last sentence says it all. The Lord commanded. Moses obeyed. Then the narration shows the final numbering of the children of Levi, just as the Lord had ordered.
