Paul and Barnabas had a major dispute with some Pharisees who had converted to Christ. The church in Jerusalem, especially the preachers and elders, discussed the matter and agreed with the position of Paul and Barnabas. The church then sent out a letter with Paul and Barnabas, showing what the church had concluded. The church also sent two other preachers who backed up what had been decided,

“We have therefore sent Judas and Silas, who will also report the same things by word of mouth” (Acts 15.27). 

Someone could have accused Paul and Barnabas of either forging the letter or of exercising undue influence. Therefore, the church acted wisely in sending two more witnesses who could testify as to what had happened.

Always remember what Paul said by the Holy Spirit in Second Corinthians, as he quoted from Deuteronomy chapters 17 and 19,

This will be the third time I am coming to you. “By the mouth of two or three witnesses every word shall be established” (2 Corinthians 13.1).
