David knew the nature of God, and in the psalms David frequently provided us with insight into God’s nature, then David would ask God something that harmonized with His nature, as in this case,

He will repay my enemies for their evil.
Cut them off in Your truth.
(Psalm 54.5) 

First, David announced to the world what God would do, then David asked God to do it.

What do you believe about God? Speak to Him of it in prayer and ask Him to work for you in something that you cannot do for yourself.
