Paul wrote the Book of Romans to the saints at Rome (Romans 1.7). They had already believed and obeyed the Gospel, yet, listen to Paul speak later in the letter,

But I know that when I come to you, I shall come in the fullness of the blessing of the gospel of Christ (Romans 15.29). 

They were already blessed, yet, Paul would bring more blessings with him, because he would give them spiritual gifts (Romans 1.11), and he would continue to teach and to preach to them as an apostle of Jesus Christ. Yes, he would bless those who were already blessed, because in Christ the rich get richer.
