Revelation 13 frightens many people, because they see the dragon, the devil, bringing up a beast out of the sea, and then,

Then I saw another beast coming up out of the earth, and he had two horns like a lamb and spoke like a dragon (Revelation 13.11). 

This beast from the Earth had all the terror of the dragon, and that frightens people. However, remember why the Lord had John write the Book of Revelation. The Lords wants to show us that He lives, and He rules over the Earth, and that in time, He destroys those who seek to destroy the people of the Lord.
