The Lord scatters, then He heals

Zechariah saw a vision of horns, and he learned that they represented the powers that had scattered the Lord’s people,

Then I raised my eyes and looked, and there were four horns. And I said to the angel who talked with me, “What are these?” So he answered me, “These are the horns that have scattered Judah, Israel, and Jerusalem” (Zechariah 1.18–19). 

However, the Lord then revealed that in time, He would terrify those who had terrified Israel, and He would defend His people,

Then the Lord showed me four craftsmen. And I said, “What are these coming to do?” So he said, “These are the horns that scattered Judah, so that no one could lift up his head; but the craftsmen are coming to terrify them, to cast out the horns of the nations that lifted up their horn against the land of Judah to scatter it” (Zec 1.20–21). 

The Lord rebukes, but not to destroy. He rebukes that we might change our lives, and when we do, He lovingly and graciously receives us and defends us against those who hate us and want to put us down.
