Someone cried out against the sinful condition of Sodom and Gomorrah, and the Lord went down to test and to see what the people would do when He sent someone into Sodom. He said to Abraham,

And the Lord said, “Because the outcry against Sodom and Gomorrah is great, and because their sin is very grave, I will go down now and see whether they have done altogether according to the outcry against it that has come to Me; and if not, I will know” (Genesis 18.20–21). 

The Lord knew the condition of those cities, but He would give them one more chance to redeem themselves. They could demonstrate whether they had changed or whether they had remained vile.
