You can’t put the cart before the horse, you can’t write a symphony before knowing the musical scale, you can’t race cars until you learned how to drive a car, and you can’t partake of the holy things of God until you know how to communicate with Him,

And the governor said to them that they should not eat of the most holy things till a priest could consult with the Urim and Thummim (Ezra 2.63). 

While we do not know the exact purposes of Urim and Thummim, nor do we know just what they were, although we have some ideas on both things, yet, the Jewish priests could not eat of the most holy things until a priest could consult with Urim and Thummim.

Even in religion, somethings come before other things. Nor can we have one thing, but knowingly exclude another thing that God wants. We cannot have prayer without faithful obedience to the One who created us and saved us.
