As Nehemiah worked on restoring Jerusalem’s defenses, the enemies of the Jews made many threats against Nehemiah and the Jews, trying everything they could to stop the work, including the threat of an attack. That threat did not stop them from working, but they did prepare to fight,

Then I said to the nobles, the rulers, and the rest of the people, “The work is great and extensive, and we are separated far from one another on the wall. Wherever you hear the sound of the trumpet, rally to us there. Our God will fight for us” (Nehemiah 4.19–20). 

As a leader, Nehemiah knew what he had to do to create an environment where the people would continue to work, and he also had to let the enemy know that they were ready.
