As Paul explained to his Jewish brethren why he had become a Christian, he told of the vision that he had of Jesus of Nazareth. Part of Paul’s explanation included this,

“So I said, ‘What shall I do, Lord?’ And the Lord said to me, ‘Arise and go into Damascus, and there you will be told all things which are appointed for you to do’” (Acts 22.10). 

The Lord Himself could have easily told Paul what to do, after all the Lord is the Savior. However, He has placed into the hands of the church, the hands of His disciples, to tell the world what they need to do.
