The psalmist knew that the Lord eventually punishes the wicked, and knowing such, the psalmist determined to sing,

But I will declare forever,
I will sing praises to the God of Jacob.
(Psalm 75.9) 

The wicked do not sing to God, because they believe they do not have reason to, but the righteous see the blessings of God in every part of their lives, leading them to sing to Him whenever they can.
