Does man fail to fear God because He remains silent?

God remains silent about man’s sin, and man thinks that means God does not see the sin, or that He will not require an accounting. He spoke to Israel,

“And of whom have you been afraid, or feared,
That you have lied
And not remembered Me,
Nor taken it to your heart?
Is it not because I have held My peace from of old
That you do not fear Me?
I will declare your righteousness
And your works,
For they will not profit you.
When you cry out,
Let your collection of idols deliver you.
But the wind will carry them all away,
A breath will take them.
But he who puts his trust in Me shall possess the land,
And shall inherit My holy mountain.”
(Isaiah 57.11–13) 

He asked them whether they feared someone besides Him. Since they did not fear Him, but feared their idols, the God of heaven told Israel to let their idols save the nation.

Let us watch out lest we fear something more than we do God, for if we do, He will turn us over to that person or thing we fear, and He will not deliver us.
