Other than Jesus of Nazareth, it is hard to top Moses and Samuel in the matter of holiness, even so, if those latter two men had lived in the days of Jeremiah, they could not save the Lord’s people,

Then the Lord said to me, “Even if Moses and Samuel stood before Me, My mind would not be favorable toward this people. Cast them out of My sight, and let them go forth” (Jeremiah 15.1). 

The people also have to desire holiness and to seek it with all their hearts.
