The Lord sent many prophets to Israel and Judah, but He also sent prophets to other nations, because they too were accountable to the Lord,

“For the day of the Lord upon all the nations is near;
As you have done, it shall be done to you;
Your reprisal shall return upon your own head.
For as you drank on My holy mountain,
So shall all the nations drink continually;
Yes, they shall drink, and swallow,
And they shall be as though they had never been.”
(Obadiah 15–16) 

All of those nations either disappeared, or became insignificant countries that hardly anyone notices. Therefore, a people may say that they do not believe in the God of the Bible, thinking that will free them from obligation to Him, but it does not. He expects everyone to live in righteousness.
