Everyone speaks, but what they say may not always fit in with the kind of person they are. As Solomon wrote,

Excellent speech is not becoming to a fool,
Much less lying lips to a prince.
(Proverbs 17.7) 

You will not hear fools speaking with excellent speech, and you should not hear princes lying.
