Paul exhorted us to pray for our civil leaders that we may lead a quiet and peaceable life, living that life in godliness and reverence. However, he continued to explain why we want this kind of environment,

For this is good and acceptable in the sight of God our Savior, who desires all men to be saved and to come to the knowledge of the truth (1 Timothy 2.3–4). 

We pray, therefore, for the best environment for evangelism. It is not about living for self, but about living freely that we might influence others in one way or another to learn the truth.
