While Judah was in Babylonian captivity, the Babylonians asked in a mocking way, for the Jews to sing one of their songs, but the psalmist asked:

How shall we sing the LORD’S song
In a foreign land?
(Psalm 137.4)

We can see his point. The Babylonians had crushed Judah and Jerusalem for their sins. Therefore, the Jews were in Babylon, not to sing as though they had not sinned against the God of Israel, but they were in Babylon to mourn for their sin. There is a time to celebrate and a time to mourn.
