God can do as he pleases, but he always does what is right. If we say that we can do as we please, that often leads to doing sinful things, but that never happens with the righteous God.
We may think that God is not fair, but he always operates according to what he has stated in Scripture. Paul quoted Exodus 33.19 to make this point: “For He says to Moses, “I will have mercy on whomever I will have mercy, and I will have compassion on whomever I will have compassion” (Romans 9.15).
It is up to us to accept his terms that we might receive his compassion.
