The Lord told Adam and Eve to fill the earth. He told Noah the same thing. However, the generations that followed Noah did not want to spread out over the earth: “And it came to pass, as they journeyed from the east, that they found a plain in the land of Shinar, and they dwelt there. Then they said to one another, ‘Come, let us make bricks and bake them thoroughly.’ They had brick for stone, and they had asphalt for mortar. And they said, ‘Come, let us build ourselves a city, and a tower whose top is in the heavens; let us make a name for ourselves, lest we be scattered abroad over the face of the whole earth’” (Genesis 11.2–4).
Since they were of one language, the Lord confused their language, making many more languages, preventing them from working together again to thwart their purpose in disobeying him.
If they had not done so, the entire earth would speak one language. However, man suffers whenever he thinks that he has a better plan than the Lord does.
