Who believes?

One of the things that troubles all Christians, I believe, is that not all believe. Paul addressed that problem among the Jews, but it is also a problem among the Gentiles: “But they have not all obeyed the gospel. For Isaiah says, ‘LORD, who has believed our report?’” (Romans 10.16). 

Since the time of Isaiah, and no doubt even before then, the people of God have asked why all do not believe.
