Philip taught the treasurer of Ethiopia that Jesus fulfilled Isaiah 53, and part of that included speaking of baptism, for when the Ethiopian treasurer saw water, he wanted to know if anything hindered him from being baptized. Philip declared that the treasurer had to believe with all his heart, and then he confessed his belief that Jesus Christ is the Son of God,

So he commanded the chariot to stand still. And both Philip and the eunuch went down into the water, and he baptized him (Acts 8.38). 

Both men had to enter the water, since baptism is a burial in water. When a person believes and is then baptized, he gets all wet. To some people, this is an inconvenience, but to those who are being saved, it is a marvelous and wonderful experience. Getting wet means nothing to them, as long as the Lord forgives them of their sins, and they are headed to heaven!
