The Lord has dominion over everything on the Earth, including all the mighty kingdoms and nations that have existed on our planet, because of what the psalmist said,

The Lord has established His throne in heaven,
And His kingdom rules over all.
(Psa 103.19) 

We know the Lord rules over all simply because of the location of His throne. He rules from heaven. What man or what nation can make such a boast? None can even come close to such a boast, although some of tried and everyone that did, fell.
