The Lord used the prophet Haggai to explain why Judah suffered a horrible economy and weather problems, that the people did not put the Lord first. They could see what the prophet said, and they went into action,

Then Zerubbabel the son of Shealtiel, and Joshua the son of Jehozadak, the high priest, with all the remnant of the people, obeyed the voice of the Lord their God, and the words of Haggai the prophet, as the Lord their God had sent him; and the people feared the presence of the Lord (Haggai 1.12). 

The Jews obeyed the voice of the Lord, because they could detect that Haggai did not speak on his own authority, and they could see that the Lord was among them, seeing clearly how they worked and thought, and that led them to fear His presence.
