Tamar tricked her father-in-law into believing that she was a harlot (and Judah should not have been going to a harlot), and by that union, they produced two sons. One of those sons led to the Christ,

Judah begot Perez and Zerah by Tamar, Perez begot Hezron, and Hezron begot Ram (Matthew 1.3). 

Yes, the Lord can use anyone He wants to use. Do we think He should have used better people? Who was without sin? Truly, all the people the Lord used led us to the only perfect one, the Christ!
