Men read the visions and dreams of Daniel and believe that one set of dreams follows another set of dreams in time, but God gave the prophet parallel dreams and visions. The same holds true for the Book of Revelation; many of the visions picture the same things, just in different ways. God did that with Pharaoh when he received a set of two dreams, which paralleled one another, as Joseph told him,

Then Joseph said to Pharaoh, “The dreams of Pharaoh are one; God has shown Pharaoh what He is about to do…” (Genesis 41.25). 

Each dream depicted seven years of plenty followed by seven years of famine, totaling 14 years, not 28 years, although one set of dreams used cows and the other set used grain stalks to deliver the same message to Pharaoh.
