Assyria and Nineveh had terrorized nations for over two millennium, but they repented at the preaching of Jonah. However, about a century and a half later, they had gone back into sin and would not repent. The Lord then used Nahum to announce the Lord’s will for Nineveh, which included this picture of the chariots used against it,

The shields of his mighty men are made red,
The valiant men are in scarlet.
The chariots come with flaming torches
In the day of his preparation,
And the spears are brandished.
The chariots rage in the streets,
They jostle one another in the broad roads;
They seem like torches,
They run like lightning.
(Nahum 2.3–4)

Even as the chariots of Nineveh had terrorized other cities, so Nineveh would experience the same terror and cease being a city, for even nations and cities reap what they sow just as people do.
