The Lord knows that accidents happen and that some people will seek retribution before those in charge can investigate the matter. Therefore, He had Israel set up Cities of Refuge, where someone could flee who had killed another person accidentally,
These were the cities appointed for all the children of Israel and for the stranger who dwelt among them, that whoever killed a person accidentally might flee there, and not die by the hand of the avenger of blood until he stood before the congregation (Joshua 20.9).
Those Cities of Refuge protected anyone who fled there, until the time that a decision could be made as to whether the person was guilty or innocent. If the person had been innocent, but a surviving member of the dead one’s family had already killed the person, then the second killer would be guilty of sin.
