Hannah asked the Lord for a son and she promised that if the Lord gave her a son, she would dedicate him all the days of his life to the Lord, serving the Lord at the tabernacle. The Lord did as she asked. After she weaned him, she and her husband brought the boy to Eli the high priest and the Bible says,
Then Elkanah went to his house at Ramah. But the child ministered to the LORD before Eli the priest (1 Samuel 2.11).
Elkanah loved Hannah and he undoubtedly loved her first child, a son, whom we know as Samuel. However, she had made a vow, and he did not nullify the vow, something he could have done under the Law of Moses. Therefore, he participated fully in leaving their son with Eli. Hannah also loved Samuel and it must have been difficult for her to leave him, but she remained true to her vow.
