Judah and Jerusalem sinned greatly and the Lord used Babylon to punish His people, but Babylon also had its sins, and they would pay for them:

For thus says the LORD of hosts, the God of Israel: “The daughter of Babylon is like a threshing floor when it is time to thresh her; yet a little while and the time of her harvest will come” (Jeremiah 51.33).

The Lord assured His people that in time, Babylon would have to pay for its sins, and they did, even more so than Israel or Judah did, for Babylon no longer exists!
