Herod sought to kill the newborn King of Israel, but Joseph took his family, Mary and Jesus, into Egypt to escape the wrath of the king. In time, Herod died and Joseph and the family could return to Israel:

Now when Herod was dead, behold, an angel of the Lord appeared in a dream to Joseph in Egypt, saying, “Arise, take the young Child and His mother, and go to the land of Israel, for those who sought the young Child’s life are dead.” Then he arose, took the young Child and His mother, and came into the land of Israel (Matthew 2.19–21).

The prophecies pointed to the land of Israel. Therefore, Jesus could not stay in Egypt. For you see, even a murderous king could not keep the Lord from fulfilling His promises that the land of Israel would give to the world a Savior.
