Jesus expects individuals to repent, but He also expects whole cities to repent, especially if good works have been done there previously:
Then He began to rebuke the cities in which most of His mighty works had been done, because they did not repent…
– Matthew 11.20
Cities exist for good things. People should be able to go to a city and good. Likewise, when the disciples of Jesus enter a town, they bring good things for the people there, but if the towns people reject those things, they can expect doom from the Lord.
