The Lord promised Israel that He would raise up another prophet who would resemble Moses, but notice the way in which he would resemble Moses:
“The LORD your God will raise up for you a Prophet like me from your midst, from your brethren. Him you shall hear, according to all you desired of the LORD your God in Horeb in the day of the assembly, saying, ‘Let me not hear again the voice of the LORD my God, nor let me see this great fire anymore, lest I die.’”

The sight on top of Mount Sinai terrified the children of Israel, and they told Moses that he could go up into the mountain, but that they would not. The sound of God’s voice and the mountain being on fire were thing they did not want to hear or see. Therefore, God spoke His messages to Moses and Moses delivered the messages to the people.
The prophet that like Moses was Jesus, but He was divine. He would be veiled in human flesh, yet they would hear a human voice and they would see a body and not the terrifying fire and glory of the God of heaven.
