Paul had just written that the Law of Moses had condemned the whole world, making everyone guilty before God, for the Law gave us the knowledge of sin, but the Law could not justify us. Then Paul wrote:
But now the righteousness of God apart from the law is revealed, being witnessed by the Law and the Prophets…
– Romans 3.21
The world needed the Law, as God showed the world with the example of the Jews, that sin exists, and that it leads to condemnation. However, that same Law and the Prophets who came later, spoke of a righteousness of God that would come after the Law. God would bring something new into the world. We now live in that new thing.
