You will know who is capable

If someone puts you in charge of a job, which includes assigning people jobs, you will know who should do what, even as David did when he set captains over his army: 

And David numbered the people who were with him, and set captains of thousands and captains of hundreds over them.

– 2 Samuel 18.1 

You might think that if you were in his position, that you would not know what to do or who to place as captains, and whether a man should have been a captain over a thousand or a hundred. 

However, you will know, for as people start doing things, they make their attitudes and aptitudes known. You may never be over an entire army, but this also works in little things, such as among your children, a little league team, students in school, at your place of employment, or in the church.
