Paul spoke boldly, but there must have been times when he feared to speak, because the Lord had to appear to him to encourage him to speak,

Now the Lord spoke to Paul in the night by a vision, “Do not be afraid, but speak, and do not keep silent; for I am with you, and no one will attack you to hurt you; for I have many people in this city” (Acts 18.9–10). 

I would only say such words to someone who was already afraid or might become afraid. Whatever it was, even Paul feared, and needed to know of the Lord’s backing. The Holy Spirit put those words in Scripture that we know might know that we also have His backing, if we have His word in our hearts and we want to speak it.
