Israel demanded to have a king like the nations that surrounded them, but the Lord wanted Israel to know the cost of their demand. The last thing that Samuel mentioned was that Israel would regret getting a king and they would cry out to the Lord about it,

“And you will cry out in that day because of your king whom you have chosen for yourselves, and the LORD will not hear you in that day” (1 Samuel 8.18).

In their limited wisdom, they had asked for a king, but they could not foresee what that would mean. However, the Lord knew and He knew that they would regret their demand, but He would not change His mind once He let them have a king. They would have to learn to live with their bad decision.
