Israel thought that their circumcision would save them, but when they did not live as they should have, they were uncircumcised in heart and for that they would suffer:

“Behold, the days are coming,” says the LORD, “that I will punish all who are circumcised with the uncircumcised—Egypt, Judah, Edom, the people of Ammon, Moab, and all who are in the farthest corners, who dwell in the wilderness. For all these nations are uncircumcised, and all the house of Israel are uncircumcised in the heart” (Jeremiah 9.25–26).

What mattered to the Lord and what matters to Him now, is the condition of your heart. Yes, He wanted the children of Israel circumcised and it was necessary for salvation because the Lord required it. However, if they disregarded what else He said, then their circumcision became uncircumcision as far as He was concerned.
