Before Jesus sent the apostles out on the Great Commission, He sent them out on a limited commission within the borders of Israel. Here are some of the instructions that He gave them:

“When they persecute you in this city, flee to another. For assuredly, I say to you, you will not have gone through the cities of Israel before the Son of Man comes” (Matthew 10.23).

He knew that persecution awaited them. However, He did not want them to take up arms against those people, for by persecution those people would have already declared themselves unworthy of the Gospel because of their persecution against the messengers of the Gospel. Therefore, He just wanted them to move on and find others who were receptive to the Message.
