Israel fought with the Philistines and Israel thought that they would defeat the Philistines simply because Israel had the Ark of God with them, as though it was a good luck charm or something. However, Israel lost. Therefore, the Philistines captured the Ark.
The Ark did not belong to them and they did not know how to care for it, and because of that, the Lord cursed the Philistines. They had to do something, but they did not know what:
Now the ark of the LORD was in the country of the Philistines seven months. And the Philistines called for the priests and the diviners, saying, “What shall we do with the ark of the LORD? Tell us how we should send it to its place.”
– 1 Samuel 6.1–2
They knew that it did not belong to them, and that they were suffering for having it in their possession. However, they did not know what to do. They eventually came up with a plan on how to return it to Israel. The point is that even the Philistines knew that you do not mishandle the things of God.
