After Moses set up the tabernacle, he anointed and consecrated it. Next, the leaders of the tribes had their part to do:
Then the leaders of Israel, the heads of their fathers’ houses, who were the leaders of the tribes and over those who were numbered, made an offering. And they brought their offering before the LORD, six covered carts and twelve oxen, a cart for every two of the leaders, and for each one an ox; and they presented them before the tabernacle.

They were leaders, therefore, they led in making an offering. Here they provided carts and oxen for use in the services of the tabernacle. There would be many needs for carrying things, and the carts and oxen had to come from some place, and the leaders provided those things.
While Israel offered money at other times, money is not the only offering that can be made to the Lord. The same holds true today. What can you offer to the Lord?
