Micah had a good question for the leaders of Israel about justice. He asked: 

“Hear now, O heads of Jacob,
And you rulers of the house of Israel:
Is it not for you to know justice?”

– Micah 3.1 

Governments often forget their number one purpose and try to do other things and neglect one of their most important roles, that of carrying out justice. If the government does not carry out justice, who will? 

Israel also failed at times to know justice, failing to do justice when the need called for it. That only led to the breakdown of their society, just like it does in any nation.
