We may not think that God has everything under His control, but He does and you can see it in that everything plays out just as He expected. The Jews of Zechariah’s day needed to hear that message. They had not rebuilt the temple, but gave up after they had problems with their enemies. God sent Zechariah to encourage the people and that included this part of the prophet’s messages to the Jews: 

Then the strong steeds went out, eager to go, that they might walk to and fro throughout the earth. And He said, “Go, walk to and fro throughout the earth.” So they walked to and fro throughout the earth. And He called to me, and spoke to me, saying, “See, those who go toward the north country have given rest to My Spirit in the north country.”

– Zechariah 6.7–8 

Looking with human eyes nothing seemed at rest, but seeing things as the Lord does, we can find peace and then get busy doing what He wants us to do. That does not mean it will always be easy, but it does mean that He is with us.
