We have our plans, but the Lord is in charge. Therefore, Paul wanted to go to Rome, but the Lord delayed those plans:
For this reason I also have been much hindered from coming to you (Romans 15.22).
Later the Lord did allow Paul to go, but he went as a prisoner. While we often say, Be careful what you wish for, I do not think Paul regretted wanting to go to Rome, after all, he went at Rome’s expense and with Rome’s protection.
