God told Noah that he would never flood the entire earth again, and that promise was enough. However, he assured man that a global flood would never happen again by doing this to the topography of the earth:
He set the earth on its foundations,
so that it should never be moved.
You covered it with the deep as with a garment;
the waters stood above the mountains.
At your rebuke they fled;
at the sound of your thunder they took to flight.
The mountains rose, the valleys sank down
to the place that you appointed for them.
You set a boundary that they may not pass,
so that they might not again cover the earth.
– Psalm 104.5–9, English Standard Version
The pre-flood world was not as rugged as is the world today. When you think of the flood, do not think of the land as having as high mountains as it does today, but think of the land of the pre-flood world as being lower overall in elevation.
However, now the Lord has arranged the land so that it is impossible for a global flood to happen naturally. God did these things, showing us that he has made the earth now in such a way that his promise of not flooding the world again stands.
