The wrier of Psalm 126 made it sound as though the return from Babylonian captivity had started, and he wanted the Lord to continue the process: 

Bring back our captivity, O LORD,
As the streams in the South.

– Psalm 126.4 

The Lord had sent them into captivity, therefore, He was the only one who could bring them back, and the psalmist knew that truth, which is why he spoke to the Lord.

• Do you speak to the Lord concerning all your troubles? 
• Are you too busy to pray?
