Persecution was heading toward the first century church and Paul explained how marriage complicated that situation. However, he wrote to the church in Corinth to let them know that marriage was still okay, but on the other hand he said: 

Nevertheless he who stands steadfast in his heart, having no necessity, but has power over his own will, and has so determined in his heart that he will keep his virgin, does well.

– 1 Corinthians 7.37 

If a man decides not to allow his virgin daughter to marry, he was also within scriptural bounds.
