Paul left Titus on the Island of Crete to set the church there in order, which included appointing elders. Paul gave a brief description of the kind of man who would serve as an elder in the church: 

…if a man is blameless, the husband of one wife, having faithful children not accused of dissipation or insubordination.

– Titus 1.6 

Such a man needs to be the kind that no one would question his Christianity. Yes, he sins as we all do, but he does not live a life of sin, and if someone were to charge him with such, no one would believe it.
