Jesus had said and done enough that everyone in Israel had formed their beliefs about him. The leaders thought that he was a false teacher, but the crowds saw him as a prophet:
But when they sought to lay hands on Him, they feared the multitudes, because they took Him for a prophet.
– Matthew 21.46
Believing that Jesus was a false prophet, the leaders wanted to kill him, lest he lead the people astray, but the people had also heard him and saw what he did, and they could only conclude that he was a prophet.
However, the leaders did not arrest him in the open, lest they upset the people and those people turn on their leaders.
